BOQ & rate analysis in Nepal — the complete working guide
Every tender says ‘attach detailed rate analysis’. Almost nobody teaches how the numbers are actually built.
What a BOQ actually is (and what it is not)
A Bill of Quantities is the priced skeleton of a construction project: every measurable item of work — excavation, PCC, RCC, brickwork, plaster, painting — listed with its unit, its quantity taken off from the drawings, and a rate. Quantity times rate gives the amount; sections subtotal; the bill totals. That is the entire mechanism.
What a BOQ is not: a guess. When a client or a government office questions your price, the defence is never ‘that is the market rate’ — it is the rate analysis sheet behind each item showing exactly which materials, how much labour and what equipment the rate was built from. The BOQ is the summary; the rate analysis is the proof.
Rate analysis, the DUDBC-norms way
In Nepal, rate build-up follows the norms published by DUDBC (Department of Urban Development and Building Construction) and district rate schedules. The idea: for one unit of an item — say 1 m³ of M20 concrete — the norms tell you the resource quantities it consumes. You multiply each quantity by your district's current market rate, sum them, and that is the item's direct rate.
A typical build-up for 1 m³ of M20 (1:1.5:3) concrete: about 8.4 bags of cement, 0.45 m³ sand, 0.9 m³ aggregate, roughly 0.18 mason-days and 1.2 unskilled labour-days, plus mixer and vibrator time. At Rs. 850 a bag, Rs. 2,800/m³ sand and Rs. 3,200/m³ aggregate with Rs. 1,500 mason and Rs. 1,000 labour wages, the material-plus-labour rate lands around Rs. 12,000–13,000 per m³ before overheads — which is why a rate quoted far below that should worry everyone in the room.
The crucial habit: keep ONE resources table with today's market rates, and let every item's rate reference it. When cement jumps Rs. 60 a bag — and it will — you change one number and the whole bill re-prices. Engineers who hard-type rates into every row re-do the entire estimate instead.
Overhead & profit, and Nepal's 13% VAT
Direct cost is not the quotation. On top of the summed direct amounts you add overheads and profit — site supervision, office costs, financing, and the margin that keeps the firm alive. 15% is the common figure in Nepali practice; public entities often cap or prescribe it, so check the tender conditions.
Then VAT: 13% on the subtotal (direct cost + O&P) for VAT-registered work. Presenting it as its own labelled line — not buried inside rates — is both correct practice and what clients and auditors expect to see. The standard build-up reads: direct cost → + O&P% → subtotal → + 13% VAT → grand total.
How to build a BOQ in the free calculator, step by step

Open it and name the estimate
Go to calenote.app/tools/boq-calculator. There is no sign-up and nothing to install. Fill the title block at the top with the project, the client and the site — it prints on the bill and it is how you tell revisions apart later.

Set your district's rates in the price book
The rail on the left holds every material, labour category and piece of equipment, each with a rate. It arrives with indicative Kathmandu figures; replace them with today's numbers for your district. This is the single most important step, because everything downstream is computed from it.

Add sections the way the work breaks down
Earthwork, concrete, masonry, finishing — mirror the work packages, not the drawing sheets. Sections letter themselves A, B, C and items number A1, A2, B1, so the bill reads the way a bill is supposed to read.

Drop in items and enter your take-off quantities
Use the item library for the common ones — excavation, PCC, M20, brickwork, plaster, tiling — and they arrive with their rate analysis already built. Type your own for anything unusual. Then enter the quantity you measured off the drawings.

Build each major rate with the RA button
Press RA on an item and enter the per-unit resource quantities from the norms, adding wastage where it belongs. The rate turns green and computes itself from the price book. Small lump-sum items can keep a typed rate — not everything needs analysing.

Add O&P and VAT, then export
Set overheads and profit, add contingency if the job warrants it, toggle 13% VAT, and read the grand total off the cost tape. Export to Excel: the first sheet is the client-ready bill, the second is the full rate build-up of every analysed item — your supporting document.
Building the bill in Excel — and importing it back
Most Nepali consultancies live in Excel, and there is nothing wrong with that: a spreadsheet is auditable, emailable and understood by every client. The problem is that the spreadsheet usually stops being a live document. Rates get typed in as values, the formulas are lost the first time someone copies a block, and the next revision is rebuilt from scratch.
Keep three columns doing the work and the bill maintains itself. Amount is never typed — it is =Quantity*Rate, so D7*E7 for row 7. Section subtotals are =SUM() over the item rows, not a hand-added figure. And the build-up at the bottom references those subtotals rather than restating them: direct cost, plus overhead and profit as a percentage of it, plus contingency where the job carries one, then 13% VAT on that subtotal, then the grand total. Change one quantity and every figure below it moves.
The template below is laid out exactly this way, with the formulas already in place. Fill it in, then bring it back into the calculator with Import Excel: the importer reads the column headers rather than fixed positions, so it copes with Item No or S.N. or SN, with Quantity or Qty, and it normalises the units — m3, cu.m and cum all become Cum. Total and subtotal rows are recognised and skipped, because those are recalculated here rather than trusted.

How Nepal’s norms compare with FIDIC, NRM and MasterFormat
DUDBC norms answer a different question from the international standards, which is why comparing them directly confuses people. DUDBC and the DoR schedules are norms of consumption: they tell you how much cement, sand, mason-time and machinery one cubic metre of M20 consumes. They are the input to a rate. RICS NRM, by contrast, is a set of measurement rules — it governs how you decide what counts as one item and how quantities are taken off, not what the item costs.
FIDIC sits somewhere else again: it is a family of contract conditions, and the Red Book’s re-measurement basis is why a BOQ matters contractually at all — payment follows measured quantity at agreed rates. CSI MasterFormat is a filing system: a numbering scheme for organising specifications, widely used in North America and largely absent from Nepali public tendering, which organises bills by trade in the order work happens.
In practice a Nepali engineer working on a donor-funded or international project uses several at once: DUDBC norms to build the rate, NRM-style discipline to keep the take-off consistent, and FIDIC conditions to govern how the measured work gets paid. They do not conflict. Knowing which document answers which question is most of the skill.
The mistakes that sink estimates
Forgetting wastage — norms quantities are theoretical; sand washes away, bricks break, timber gets cut wrong. Bake realistic wastage into the recipe quantities rather than hoping the margin absorbs it. Mixing units — an item measured in m² priced with a per-m³ rate has ended careers; write the unit next to every rate. Copying last year's rates — cement, rebar and wages in Nepal move fast; re-check the resources table against current district rates before every submission.
And the quiet one: applying O&P inside individual rates AND again at the bottom. Double-counted margin makes you uncompetitive without you ever seeing where. Keep rates as pure direct cost and apply O&P once, visibly, at the end — which is exactly how the calculator is wired.
Common questions
What is the difference between a BOQ and an estimate?
An estimate is the engineer's internal costing of the work; a BOQ is the structured, itemised document — items, units, quantities, rates, amounts — used for tendering, agreement and payment. In practice the BOQ is the estimate given its formal, contractual shape.
What are DUDBC norms?
Norms published by Nepal's Department of Urban Development and Building Construction giving the standard resource consumption — materials, labour, equipment — per unit of each work item. Rate analysis multiplies these norm quantities by current district market rates to build each item's rate.
How much overhead and profit should I add?
15% on direct cost is the common figure in Nepali practice, but tender documents — especially public ones — sometimes prescribe or cap it. Read the conditions of contract first; the percentage is a single editable field in the calculator.
Is VAT always 13% on construction work in Nepal?
13% is Nepal's standard VAT rate and applies to VAT-registered construction billing on the subtotal after O&P. Whether a specific job attracts VAT depends on registration and the nature of the client — when in doubt, confirm with your auditor; the calculator lets you toggle it per bill.
